Charles and Jefferies are both on the A’s 40-man roster.Riordan also made a note about non-roster pitcher Paul Blackburn, who was DFA’d in February but cleared waivers and stayed in the organization. The right-hander, who has usually relied on groundball contact more than strikeouts, has seen an uptick in velocity this year, up to 95-96 mph.
